I have the perquisite for Rift Mage specialisation, (i have no idea what each one of the specialisation do it does not help you learn)

So I am at Stormhold, where do I go? the trainers tell me to go get the stuff i need. (I have it).

 

Do i need to craft a rune or something??

There's a door tucked into corner between Cass and the collapsed building.  You can fill requisitions there.
