This is bug....the trial for this NPC should not have be available until that zone quest associated to that NPC was complete. Another issue I have noticed was the Fairbanks Noble quest, where you can pick up the items needed for this quest before you are given it. So when you try to look for the items there not available....I had to leave the area, save and reboot the game for the quest items to show up again. (I was lucky it replaced the missing items.)

Same thing happened to me with this quest and I too consider it a bug. Reason being the quest marker should not be there. There have been plenty of quests in the DA verse where if you jump ahead of things or go "out of order" the quest doesn't stay in your journal but it will fall out and at least be marked as incomplete or something but to keep it in your journal where the game thinks it's still and "active quest" is silly. They at least need to allow it to resolve one way or another and fall out of the journal once you judge her. It would be an easy fix.

I had this problem as well. I am doing another playthrough and I plan on doing my judging well after I clear an area now.

I quietly disagree with those saying it is not a bug. Because, I, like so many, judged her and then she was not at her house. It bothered the completionist in me a little, but not enough to redo hours. I am playing through a new game and made sure to talk to her before going to Skyhold. Quest completed. I go to skyhold to judge her, the guards are at the throne, it says SIT, so I attempt to sit on the throne....it takes a longer time to load then usual, then I'm standing before the throne, unable to sit and I look around Josephine is nearby a crowd of people in front of the Throne along with the prisoner, whose hands are at her sides, chains around her wrists, but not bound together. Oddly, though there is no active quest to judge her, nor is it under completed quests. The judgement quest does not exist at all. I've reloaded several times and received the same outcome. Unable to judge her. No quest exists, and the Throne is not working. Very odd. Anyone else have this happen?

The same goes for Michel de Chevin. You can not aquire him as an agent unless you intitiate the quest by talking to him before you go to Suledin Keep.
If you have not spoken to him he will not turn up at the front gates fighting the red templars, and you will have an exclamation mark on your map forever at the front gates of Suledin Keep

It's clear to me that what you [and others] consider a bug and what I think is a bug in this game are completely different so I shall end my input on this posting lest I type something that will most-certainly p!ss you and others off.
You're totally missing the point and yeah, it is pissing people off. The quest persists on the screen as if it were an active quest. Do you get it? You can't make it stop showing on the upper right of the screen. That's a bug. Period.

Exactly, If when you judged Poulin too early, the quest went to the "This quest is no longer available." status and, the marker was removed form the EDL map, no problem. The it would be clear that on the next playthrough you should wait to judge her to avoid loosing the quest. That would be consequences of your actions.
The quest remaining active and, the map marker staying on the map are what makes it a bug. Same as the specialization trainers, if you do not speak to all of them and simply take the one you want, finish it. The markers for a new quest are stuck on the skyhold map even though the other two trainers are gone. Bug not because you can't finish the quest but, because it indicates that it should be possible even when it is no longer possible to do that part of the quest.

''FIX2'': If you are having trouble getting her judgment to go through completely like I did, simply change the throne that you are currently using and it should allow you to judge her again.
It's not necessarily a bug but merely an easy oversight if you skip past the quest that's tells you to ask villagers for help like I did, which puts you in a predicament.
PS: This took me many trial and error tests so sad to say I ended up just killing her.
