I think I know which one. Bonny, the trader of one of the regular merchant posts gives you one. Actually I found that out just today when trying to get to find out how the damn "friends in high places" perk could possibly work. 
- speaking to Josephine
- visiting the wartable
- speaking with traders
...all these DON'T work for that perk. So it's probably true and the perk is bugged.
