So after a week of being stuck on the Hinterlands Cage Requisition quest, I found a solution that should work for any "bugged" requisition quests.  That's the good news.  The bad news is that you already need at least 1 of the item that you can no longer get for it to work.

For those who are unaware, some requisition quests require zone-specific items to complete.  In the Hinterlands, the quest requires 10 Iron Ore and 5 Ferelden Locks.  The issue is that, as you go on to complete these zones and clear them out, the enemies that drop these items can sometimes become extremely rare, or not even available entirely.  The items themselves can also have low drop rates, so you're talking hours and hours of farming to maybe get the item that this enemy might not even drop in the first place (I've killed hundreds of level 11 Outlaws and haven't seen a single Ferelden Lock).

To put it simply, the solution is to just "dupe" the item that you need.  I knew that duping glitches existed in this game, but up until recently I was under the impression you needed at least 2 of an item (e.g., a stack) for it to work, and I only had one Ferelden Lock so I never looked into it.  I read on reddit today that you can do it with just 1, and it's true.

So this is what you have to do.  I did it on the PC, so the controls will be PC specific, but the dupe is possible on all platforms as far as I know.

1.  Make a clean save just in case.

2.  Clear out your Valuables tab of everything except the item you want to dupe.  Sell everything, turn in your research items, etc.  If the item is not already in your Valuables tab, go find it (it's probably in the Crafting Materials tab) and put it in there.

3.  Go to any vendor.

4.  Click over to the Valuables tab and then click on "Sell."  You should see just the item you want to dupe in the list.

5.  Make sure the item is highlighted/selected.  I can't remember if it does this by default since it's the only item in that tab, or if you need to hover over it first.

6.  Navigate your mouse pointer to the "Sell All" button on the bottom of the screen.

7.  Click the "Sell All" button, and then immediately press the Space bar.  On this screen, the Space bar is short for "sell my currently selected item."  If you have more than one of the item, a window will appear asking how many you want to sell, just select all of them and press Okay.

8.  Click on the "Buy Back" tab and then click on "Buy."  If you did #7 right, you should see double the amount of that item here. Now you can just buy it back and keep on going with it until you get the amount you need.  If you still only see the original amount, then you didn't time it correctly.  Just buy back your original items and try again.  It took me a few attempts at first.

9.  Move the item back to the Crafting Materials tab if necessary.  Your quest should update and you should be able to craft the item now and get that quest out of your journal.

Good riddance, requisition quest.

confirmed this works for the Xbox one you need to press the Y button for sell all and the A button almost simultaneously. I rolled my finger from the Y to to A and got the prompt for sell all but you can see behind it that they have already been sold. Hit sell all go to buy back and your item will have doubled.

Even easier, you can ignore all the requisition quests and the measly 1 power they give altogether, it's not like you won't be swimming in more power points you're ever going to need.

Exactly.  If you do the side quests, you don't need the power from the requisition quests.  Plus, you spend resources on them.  Resources better put to use in crafting or upgrading Skyhold.

Requisitions give you Influence, and are handy for unlocking perks as soon as possible.

Trick doesn't work with 1 (one) cost tacticians renewal unfortunately.
