I got it by killing the level 23 dragon in Emprise du Lion. It's a random drop though, apparently.

I found the tier 3 schematic for the actual coat in the Winter Palace, the room where you save the elf servant girl from the assassin. In one of the chests. I've opened that chest on 3 separate playthroughs and this was the first time I got it, which leads me to believe its a random drop.
