But i have one big problem with your Tweaks with cutscene FPS Fix :
I get a massive tearing when i play with these commands in Origin :
-GameTime.MaxSimFps 59.99 -GameTime.ForceSimRate 59.99+ -GameTime.MaxVariableFps 59.99
or
-GameTime.ForceSimRate 59.99+ -GameTime.MaxVariableFps 59.99.
I have an 120hz Monitor and a Resfresh Rate about 119.98Hz Ingame like you.
Cant explain why i get so hard tearing ingame
Everything else works fine, i have constant 60FPS and no stuttering at all.
Maybe you can help me with this!

As for the tearing, make sure to always have -GameTime.MaxSimFps X and -GameTime.ForceSimRate X together if you want to uncap the cutscene framerate! -GameTime.MaxVariableFps X is just the in-game overall framerate cap, so having only -GameTime.ForceSimRate X+ -GameTime.MaxVariableFps X will not uncap your cutscene framerate, you also need -GameTime.MaxSimFps X!
As for the cutscene tearing, I would recommend trying Schwayk's fix, by forcing VSync and Triple Buffering off via your "user.cfg" file using the command lines in the OP and then forcing VSync and Triple Buffering on from your GPU drivers. Now, there is the possibility that this might not work due to you having a 120 Hz monitor, but I think it's worth to try. Please report back with your results and we'll take it from there, no worries. Good luck! 
I uninstalled the latest drivers and guess what? I crashed again about a minute into the game... Although it may have been a better kind of crash this time, to desk top and I also got that message again...
After playing a few minutes,the images start to flicker then there is a crash to a striped screen then darkness, sometimes the sound glitches too and there is a fizzing noise.
Just so we're clear is my basic set-up OK?

I really don't understand, a few days ago I was playing fine for a few hours.
That definitely does not sound right at all, Maria. Looking at your setup configuration, your power supply unit stands out as being a potential weak link - I don't recognise its manufacturer at all. Have you tried monitoring your temperatures while playing DA:I, maybe there's a thermal problem that leads to your crashes? Try using CPUID Hardware Monitor to keep an eye on your system's health and report back with your results! Furthermore, did you install/repair all of the redistributables recommended in the OP? Don't worry, we'll get to the bottom of this sooner or later!

Win7, but the freeze happens on PS4 as well, at exactly the same place. And yes, it doesn't happen at the beginning but only after a couple of quests in Haven... strange, since nothing actually changes in Haven at that point. Good to know that it's not my imagination nor my machine(s) though.
Hmm, I had no idea this was a cross-platform issues and it's definitely not just you or your rigs! Similarly, I have no idea what exactly causes it, but it certainly wouldn't hurt if BioWare combed their areas for things like this! 
First of all, thank you for creating such an amazing thread. This guide has helped me fix the input-lag caused by game. (my only issue with the game so far)
What I did was, capping frame rate to 59.99 (the magic number), disabling v-sync and triple buffering in the user.cfg via the commands provided by you.
I went into the game, it was super smooth but I was getting massive screen tearing. I opened up the nvidia control panel and enabled v-sync and triple buffering from there. The result is fluid movement and no input lag. So the in-game vsync option could be causing lag for some other people as well.
tl;dr if you are experiencing smooth movement but at the cost of screen tearing with the tweaks, disable vsync and triple buffering in the user.cfg and force them with nvidia control panel. input-lag is non existent.
now if only i could find a way to get sweetfx to work in DA:I

Yeah it apparently holds completed quests in the cache until they are manually checked off.
Than on top of that the game allocates RAM and VRAM a bit funny to begin with so it behaves like a memory leak until you check them off.
That is actually something I have read from people in the past too. That making sure quests and completed quests arent showed as "new" with the glowy thing can help performance, bizarre but hey whatever works right?
Exactly, the game does some inexplicable things to your systems' resource management already, so it's not a surprise that something like a memory leak can happen at any time. Just remember to clear your journal of any starred quests and you should be fine until BioWare fixes this issues as well!
