I feel lack of character development and attention is something that every NPC outside your inner circle and maybe Harding suffers from in DA:I. Where are the interesting side characters? There are none giving side quests, those are all just cardboard cutouts with one or two lines of dialogue. There are none in the main plot either, even the important ones like Celine, Gaspard, Briala, and Fiona are as interesting and memorable as a piece of stale white bread (the end piece that nobody wants!). I wish all the NPCs had been taken up several notches and had fit with the quality of other BW games.
They do the same thing that Bioware always does for all of their NPCs. We spend more time with, say, Krem, than we do Dagna. And we have more varied interactions, with more background and information.
And you cite Harding, but there's absolutely nothing to her character. You get a brief, a quip about a place, and a flirt option, and that exhausts her character.
I'm just not getting what makes the DA:I NPCs different, because Bioware didn't do anything different with them.
