Masterworking - Truly Random Chance?

Last night playing Inquisition, I tried to craft a masterwork 2H sword for Iron Bull making use of Masterwork Pyrite (or whatever it's called.) It has a 20% chance of successfully masterworking the item it's being crafted into.

 

Before I would begin crafting the item, I would save my game. This is because my plan was a little scummy. I would craft the weapon, but if it failed to masterwork, I would load the game and try again. This was carried out under the impression that the chance of success to masterwork is 20% per attempt.

 

But it's not, is it? I must have tried 20+ times to masterwork that 2H sword, it failed each and every time.

 

The way I see it, there are two possible explanations:

1. I had extremely bad luck,

2. The game has a built-in, undisclosed mechanic to prevent this sort of scumbag exploitation of random number generators.

 

I searched the forums for topics relating to masterworking but couldn't find any, Hoping the community will be able to indulge my curiosity.
