I've only seen them used a couple of times, and they don't seem to offer any special benefits, just more dialogue. If you have the point to spare and have already taken the deft hands perk and the one for extra map stuff, you can take one or two. They are pretty nice for roleplaying purposes though. For example it makes sense for mage characters to have arcane knowledge, etc.

Well you're missing out on xp for new codex entries related to the perks. Also having those perks unlocks dialogue options in certain instances that usually yield "better" results than the standard ones as well as new judgments during trials.

They offer a few extra alternatives when recruiting agents but it's entirely possible to just bring a companion to do it for you instead.

Eh, there's a few options only available if certain perks are unlocked, like recruiting Alexius but otherwise they don't really do much at all.

I did get lore-related dialogue and options on occasion - including that one in the spoiler tag. I was greatly relieved at the time (plus, I got to the chance to give an inspirational speech and all that). There are also the codex-related exp bonuses that others have mentioned.

Don't know about the Clarel part but you're able to recruit Horsemaster Dennet and other such agents by having characters like Cassandra plea to them for you, it gives them approval as well if that's your thing.

Yeah what others have said is true. I was surprised to see this affect dialogue wheel. I thought it was just XP that were being affected.

So far the biggest benefit I've seen is that the perks help with making judgments. They always seem to be a little bit better than what is initially offered, but I can't really say for sure. The second best thing is they can help recruit some Agents for the Inquisition (though from reading this topic, companions can help you out apparently!), and at least on one occasion I've seen it as an option during a companion quest.
They also help a bit with flavor text. Someone asks you something or mentions a possibility, and you can respond with one of these perks. They may not offer much in way of more options to something or giving you a bonus benefit, but they do add more to a conversation which is always important in these type of games.
So did you miss out/going to keep missing out? Sure, but I wouldn't say its a large portion of the game or anything from what I've seen (aside from judgment decisions of course). I honestly thought it was a good benefit since the perks help towards xp with Codex entries, and there is a ton of those everywhere. I would personally get them, but you don't have to.

However judgement-related agents
The Clarel thing there are other ways to do that though.

My Lavellan mage seemed to understand them. No idea was it because of the perks or her origin though.

The extra dialogue perks are actually very useful, and can give you solutions to problems or quests that you otherwise wouldn't have. They're definitely worth investing in as early as possible.

They add up. In my second and thid pt's those are the perks I pick first.
For the most part it frees you up to not have specific characters around to persuade people. Like Cassandra and the horse master. It also gives you extra judgement options and random dialogue.

They add replayability and further enhance the RPG element of the game.
You are not missing anything required but you can be missing out on interesting lore or character development.
