Can you get locked out of this quest if your Inquisitor is not Dalish or has finished the Dalish approval quest?
I can't seem to get it to trigger and I'm annoyed if this is the case as there is apparently a mosaic piece in there.

Where are you on the main quest line? It triggered for me after I finished "Wicked eyes and wicked hearts". I did everything there is to do in the game, before that quest.
