It's simply bad design followed by bad PR for not addressing it. So we should criticize them for both.
Yes, definitely a bad design, but hey the PR people did their job, at least in EA's minds - they got us to buy the game.
It is terrible what they did and I will try not to digress to far here, but we were promised so much that we never got.
- Multiple endings
- Tactical gameplay
- Using the enviroment in battles, like having Varric on a hill "raining down arrows on your enemies" - how can we do that when the "hold" button does not work?
- Sieges when taking over fortresses.
- Your decisions having impacts
- Your companions leaving you (I guess they still can but I have never been even remotely close to losing one of them in 4 playthroughs)
- Customizing and upgrading Skyhold - what we got was not what we were promised!
- The best CC ever - you cannot have the best CC without good hair!
And this has barely been adressed by anyone from Bioware.
Enough digressing, back to the CC and hair. And the make up - it doesn't work right but at least we got the Black Emporium for that! And for free so thank you Bioware.
I don't mean to sound like I hate the game, I love it. Dragon Age is my favorite franchise and Dragon Age Origins is my favorite game.
But the hairs are an insult to an otherwise great CC (accept for the make up, but like I said, BE fixes that a bit), to us gamers and to the wonderful concept artists of Bioware.

I know this was really early in development, even before we had qunari as a playable race. But look at them...they kept using this to show of what the CC would be before they started with the demos.
I was so excitet about braids!
And look at that marvelous dwarven beard!
Bioware, we are still waiting for better hair or at least an explanaiton
