Okay, I'm stuck.  I've gone through the first part of the mission, been introduced to the court, talked to a few nobles and got my approval up a bit.  Now I've got into the Library and found the evidence there ... but how do I go forward from here?  My mission journal says I need to go to the servants quarters, but those are locked.  So is the hall of heroes and the royal quarters.  I looked at a walkthrough and it said after I find the evidence the Queen's Adviser should meet me in the Ballroom; but I went to the ballroom and no adviser ... so what am I missing? 

 

I haven't been able to open the room requiring the Hala statues, as I've only found 1 statue in the palace, so I don't know if that is anything or not. 

 

My court approval is at 87.

 

I've listened in on several conversations.

 

It's driving me nuts.  What was a really cool adventure is now just pissing me off as I run around in circles.

Wait a second. What happens when you are in the Grand Library, and after that? Please be more descriptive. While you're there and start looking around, after about a minute you should start hearing a bell, a bell that basically pointing to everyone should go back to the ballroom. The bell will ring 3 times. Your character will say something like "I should get back to the ball room" at 1st ring or something like "I need to hurry" at 2nd ring. At 3rd ring you will lose a lot of court approval. So when you go back to the ball room, a scene should trigger where you meet the Queen's advisor who gives you the key to the servant's quarter. Also did you find the information about the empress occult advisor?

Okay, I figured out what happened.  There's another door at the top of the trellis which didn't open before I went into the library but, for whatever reason, did open after I'd got out of the library and went back and climbed the trellis again.  Through that door is some paperwork that I needed on the floor and as soon as I picked that up the bell started ringing.  So not all the paperwork I needed was in the library and apparently I had to go back and look again once I'd ransacked the library for its clues.  Not sure if this was a glitch?  Though considering the complete lack of direction suggesting the door might be randomly unlocked if I went back to it, I'm going to say - probably.
