You can use the power it takes to unlock maps as an indicator. The higher the power needed, the stronger the enemies. Apart from that, here are the enemy levels I got. The lower limits in Crestwood, the Exalted Plains, the Hissing Wastes and Emprise du Lion are estimated since I went there overleveled, based on the assumption that the level range is at least 4 levels wide:

Dragons have their own levels, sometimes different from the rest. And the difficulty of fighting a level X dragon is by no means comparable with the difficulty of fighting other level X enemies. Here are the levels of the dragons I have seen:

Note that I was overleveled for some maps, so the lower limits are sometimes estimated. They may be lower. The upper limits should be mostly correct, except for Emprise du Lion, where I suspect there is no upper limit.

Great list with one minor quibble that all bets are off with high dragons. There's at least one in each of most of those zones, and they range from level 13 to 23. Most are in line or a level higher than the most powerful things in an area, but some are much higher than the average level and in one case I found one a few levels lower than the creatures in the area.
Luckily, high dragons never chase you far off the map, and tend not to aggro unless you get really close in.

Very helpful list - I didn't cotton on to the power points being indicative of level at first and went to Emprise du lion at lvl 12 ![]()

I actually know that list off by heart, having spent the last two days fighting them - unless they change by platform, difficulty, or level ![]()
I got all ten, confirmed I had all 10 in the collections page, but my trophy on PS4 never popped ![]()

I have another question if someone doesn't mind answering for me. Is it better to at least visit all the maps before moving on to the main missions or should I do main missions and then explore maps. Or does it really not matter? ![]()

It's also quite different from the other two, in what ways I will not disclose.

How did it go? Because I also had no idea that it's some sort of 'high-level' location, I was going there with my lv14\15 party.
Probably, I'd rather pick some other spot first. Why don't they sign them in any way I wonder?.... ((

I did the same thing (well, mostly the same, I don't think I was lvl12 as well, maybe a bit higher, had Hinterlands and Crestwood done by then)
Got my six o'clock handed over to me a few times, even though I have the best of the best Red Jenny to thank for dealing with a Fade Rift way above my level.
(Seriously, SHE is who brings in Jars of Bees. I have like every other boss battle, and some regular fights to thank her for, just because of that. Plus, dem archery skillz...)

Up to 15 in most areas. Upper limit may be 11 around the starting area. I don't know the lower limit.

There are some pretty tough fights, especially through the keep, but it is doable.

Well, there's still the levelling issue...
Plus, storywise, some areas do give you logical reasons to go to others. If that's the sort of thing you want to get right, here is the mission order I recommend:

RPG's funnel you into areas. Often for good reason. The main one being that you simply aren't tough enough yet.
Never got that feeling in this game, though. You can play this game illogically, since it's so easy.
Especially if you have upgraded bees, potions, or higher tier focus abilities.
For example, a tier 3 thousand cuts ability used with your rift nuke, can take a level 19 dragon to less than half health.
You can kill a dragon in record time using very few abilities, and with little to no effort.
And, since dragons are supposed to be the toughest enemy in the game, the rest of the mobs you meet will feel easy. Since there are never more than 5 in a group. Often there are only 3.
Craft your own armour and weapons, upgrade the right perks, and you can go wherever the heck you want.
