I know that you can only use the 8 skills you have in your toolbar, but does the AI use ever skill available to them?
Does the AI use every skill?

The AI skill usage seems to be situational. Like preferring AOE if enemies are stacked, barrier when attacked, and so on and so on.
They do in my experience tend to use all skills, and surprisingly appropriately.
There is a bug however. Sometimes your party members wont use any new skills. Often happens after respec and such. The solution is to restart the game and make sure your party members have sta/mage reserved at 0%

True. Isn't that obvious? Why would they be able to use skills they dont have active? 
I do not think the order of skills on the toolbar matters btw.
