Rapid Aim enhancement not working?

How
do I know this? well I have a pair of gloves called "Repeater Gloves"
and it has "Rapid Aim" enhancement... and whenever I shoot with Aim,
it's as if the "wait time" before a shot is fired is completely
nullified. However, it's the only equipment with the enhancement that
actually works...
I have others, like Falon'Din's Reach, or
Scout Bow (Dragonthorn) both with Rapid Aim... as well as Armsman's
Tensioner (Inscribed) helmet which also has Rapid Aim supposedly...
however NONE of those have any effect like when I have Repeater Gloves
on...
Which is the only reason I still have that glove on
instead of Wade's Superior Drakeskin Gloves because none of the other
equipment that SHOULD give me the same Rapid Aim isn't doing
anything... and it makes a BIG difference, I can almost shoot twice as
many arrows with Rapid Aim than without and most of them actually lands
the target far away...
Is this a glitch? is there a mod to actually make them work?

rapid aim reduces the firing interval between regular shots on a bow.
i.e. you fire more frequently
a few details:
1)
the amount of interval reduction depends on the bow. its a bit
different for shortbows, crossbows, and longbows. sorry i can't provide
better numbers. in any case this is actually a very large increase in
DPS for most bows. gonna be >20% more DPS in most cases. its really
good.
2) this affect does not stack with the Rapid Fire
talent activated mode. For unimproved Rapid Fire the effect is basically
identical. If you have Bow Mastery talent the effect from Rapid Fire
will be greater and will over-ride your Rapid Aim bonus from equipment.
3)
this effect does not stack with other equipment. if its on your bow it
doesn't also need to be on your helmet, or vice versa.
4)
this only affects regular shots, it does not affect the windup for
special shots.
#4 is what you are asking I believe.
But regarding your main question, since RTO hasn't been releaesd yet, most people can't test what crazy item stats Bioware put on those gloves.

first I was using 2 bows and a helmet all with Rapid Aim and also with Aim turned ON...
later, I used only Repeater Gloves and the gloves + Bow with Aim turned ON
you can clearly see the shooting speed difference

All other equipments with Rapid Aim seem to work the same.

I don't think most people can test it out before RTO is released. Good finding through, my guess is that developers used different codings for those gloves' rapid aim; perhaps because they are bringing updates to archery.

...I think there is some sort of bug relating to rapid-shot / rapid-aim and potentially related to the maximum possible attack speed....eg. why haste + momentum + precise striking = win, whilst haste + momentum = fail!
