It says that it is an elemental attack so I assumed that it was lightning (because it's purple), but it appears to be it's own special flower.

Doesn't it say something along the lines of it does the elemental damage the same as what your current staff is?

 

I.e. lightning staff = lightning damage

Fire staff  = fire damage

 

I could be wrong but im pretty sure im right ;p

Nice CYA there, Senator Rhaine. Energy Bombardment states that it reduces target's magic resistance to that particular staff damage type. EB isn't so clear on that. I was testing out a new build but didn't want to waste time on trying to test out each of the different weapon types. Promoting is a PITA.

It does indeed do the element type of the staff you're using. Skill is kinda meh, imo there are better options for every class.

True, but it is a combo finisher. Also deals 800% weapon damage total, IIRC.

Very useful for Necro when combined with Virulence passive (spreads all target enemy's conditions to nearby enemies on kill)
