I don't think that'st a bug, you just maxed out his approval. It happened to me with Varric and Solas both.
Unless you quite certain he can't possibly have maxed approval with your Inquisitor?
I for one am quite sure I don't have maxed approval for Solas (is that even possible for Mr. Frowny?), but I don't always get approval from the artifacts even if he's with me.
I find that it can take half a min or longer for the message to pop at times so maybe you are just missing the message? Because I have never activated an artifact with him in my party without gaining approval. Alternatively, he is probably the easiest person to gain affection with. With or without Solas you get symbollic XP and influence (cca 40).
I'm pretty sure I activated every single possible one except the one in the area with 3 dragons, Solas says it's there somewhere by middle arena stairs, but wherever I looked, I just couldn't find it so dropped searching as I was sick and tired of wasting time on grinding and respawns in this game.
And I didn't receive any orb boss fight. If it's a quest, tell me it's name, I'll check if it's under solved ones (solved everything that was). If no name of the quest, I'll assume it's just an urban myth.

The quest is called What Lies Dormant.
I didn't receive it at any point of the game. Also I didn't romance Solas if that matters.
But I did receive and solved quest Measuring the Veil.
What's odd is All new faded for her. That's a quest to free or kill a demon trapped by pillars. I solved that one too (destryed pillars but didn't let Solas to kill mages), but it isn't listed in my solved quests anywhere. Not under Inner Circle, not under Exalted Plains. Maybe I should have allowed Soals to kill those mages? I didn't see them anywhere afterwards anyway. Or, just like All new faded for her, What lies dormant simply isn't listed under solved quests anywhere. What was I supposed to do in that quest and where exactly?

Precisely the same issues on my side, as well. Completed Measuring the Veil and All New, Faded For Her. Only Measuring the Veil is completed in my journal, and I've found all the elven artifacts, but no trigger of What Lies Dormant. Sigh... LET ME HELP YOU, SOLAS.

It is with Patch two. I started a new playthrough yesterday and I'd barely arrived at Skyhold when he gave me his second quest for the first time ever. Now he says he respects me and we're friends.
Well... i just found one (maybe the last one i need) on a mountain at the exalted plains and i can't activate it it seems bugged for me (game is not finished so far)

I half wonder if you need to somehow talk to solas back in Haven or Skyhold to get the quest to actually trigger correctly. I have always sort of 'auto-triggered' it by finding that one in the cave along with the dalish NPC. Maybe that's whats bugging it out. I will try heading back to Haven next time and see if I can't get Solas to request the mission rather than finding it first.

Is the cancelled thing the third solas quest? I thought another dev confirmed it was supposed to be there...

I'm guessing the quest is supposed to be there but there's a bug related to it. I haven't been able to get the quest to trigger either.
I only posted the tweet because it was pertinent to the topic and I thought it was interesting that they were supposed to be even more important than they were.
Yeah, and Blackwall calls you on it too, which I found all kind of hilarious. It was the first time I'd picked on up since his reveal about his past, and when I went to speak with him instead of the normal dialogue wheel he said to me "I hear you found something out in the field. I would have liked to have been there." Words to that effect, anyway.
After pulling his beardy behind out of jail, I had a sudden mental image of Inquisitor Adaar giving him the appropriate rude gesture.
The stuff Blackwall says really bugged me. 
I don't know that anyone has actually triggered it that I've heard. But the guide says that once you complete it a giant rift appears with a lot of demons you have to defeat.
Yeah the artifacts allow him to detect a big rift opening in the hinterlands in one of the cave areas. I can't remember the exact location of it but it does get marked on your map.
