No, you don't need to kill the dragon to move things forward.
Thanks- and where actually you find the dragon? I ran through the map several times in my 2 playthroughs and I never found it:(

You need to do a series of quests for the researcher, and eventually you will lure the dragon.

Actually... you don't need to do quests at all... there is a slight "glitch": using your mount climb the rocks on the right side. That allows you to get to the other side and open the gate with the lever... I just did this with my horse after seeing the method on this video: https://www.youtube....h?v=2QN-v5sW3Rs
