First off and a minor point.  Necromancer armor isn't even in the game.  It's the starting armor no matter what you equip, but thats not what this thread is about.

 

So I started playing the necromancer and decide I like her now that I know how to make her.  Go to build tier 2 armor for stats.  BAM Get a purple from using tier 1 mats.....so I guess thats a random thing that happens?

 

I got to try to craft some armor for my favorite character...from building and box drops I have all of his armors....I am unable to make any more armor for him.  So unless you randomly get purple armor when you're crafting its impossible to get it unless its in a chest?

Necromancer and Katari t2 armor are purple for no reasons, probably a bug, so don't worry, you didn't proc anything!

It doesn't appear there's any random element to armor crafting.  Everyone except for the Katari and Necro get common (white) armor for T1 and the alternate colors for T1, and rare (blue) armor for T2 and the T2 alternates.  Katari/Necro start off at blue T1 and get T2 purple.

 

I also wouldn't expect much defensive benefit from upgrading your armor.  It'll help on routine, but the damage reduction bonus is negligible on any difficulty higher than that.

This is the ONLY reason why I won't play a necromancer, really powerful, really awesome in terms of concept and lore. Extremely let down by the lack of vanity within her armour, I mean, she looks nothing like her card when you compare them. 

 

At least Guild Wars 2 actually drew something and struck to how it looked. (points at legendary weapons).

Closer than most actually. Look at the AW card. He looks like a pure BADASS. Then what we get is, well, pathetic by comparison...
