I am playing a Dwarven Noble rogue type.  After getting thrown into prison for fratrecide and relieved of all my items, they give you a sword and a shield and nothing else.  The game took the downloaded content and has not given it back.  Is this a bug?  Or is it working as intended?

It's not so much a bug as a kind of random oversight. Since you're stripped of your items, they of course just delete everything from your inventory. No prob. Just go to your downloaded content menu, unclick everything, load your game (it'll say something about missing content or whatever, just go thru with it), once it loads do a new save, exit, go back into your download thingy and check everything again and then load that last save. Your stuff should be back in your inventory. In fact there's a bit of bug in that if you have the Grimoire of the Frozen Wastes it'll be in your pack even if you've already used it. Whoops.
