I've completed the game on one character and have 2 characters I rerolled after skyhold. All of them had the resistance tonics early.

On this rogue NM run... I dont have any of the resistance tonics, and I cant find them anywhere! Tried Val'Royaux as well. Any idea where they are? I... just cant find them in any shop. And google was no help >.<

They are all in Val Royeaux at the book merchant that sells the codex books you may have missed.  He doesn't appear at first.  I think he is triggered after you get Skyhold.
