How do you set a mage (solas) to use a Lyrium potion when he is low on magic?

Lyrium potion doesn't increase mana - it's a buff to magic (increases spell&staff damage).

And 1% damage to arcane shields per magic point.

It does increse mana, it dosen't restore it but it can give you like 50 additional mana if you upgrade it

Ah, no wonder it didn't seem to be working correctly... I thought it was bugged... Oh, well. I guess I need to read direction regarding potions more carefully, although it is odd they changed how the lyrium potions work after 2 games...

Yeah I made the same mistake, realized what was going on when I saw the description said it raises Magic, not Mana. That's the key difference, in previous games it restored Mana, not raised Magic. The Magic boost is fairly substantial though at least, so it's still worth using.

Well, it wouldn't make much sense to use lyrium potions as mana restore.

Mana is restored very fast in this game.

I believe Inquisition's iteration on Lyrium potions is correct according to the lore, at last.

In all previous books and games, Lyrium would be required to boost the power of spells - and, in The Calling, Fiona knocks one back because of extreme magical exhaustion. I... think... this would manifest as her magic being extremely weak?

The alternative to Lyrium is blood - which of course means the "evil", illegal Blood Magic. Blood has the same abilities as Lyrium, but to the best of my knowledge, only Demons and consorting with them can end up in a Mage learning Blood Magic. Meanwhile, Lyrium is a cheap (yes, it is cheap, because blood is ultimately both the most and the least expensive magical "tool", depending on your views - my particular view is that a mountain of Lyrium is still cheaper than a dozen slaves) easily accessible resource.

So, yes. I believe this is what Lyrium potions were meant to do from the very beginning, lore-wise.

Not just being a "Holy-sh*t-I'm-outta-Mana-knock-back-a-potion-quick" key out of trouble.

I think it's simply a matter of the changed mechanics. Mana regenerates extremely quickly now compared to the previous 2 games so a potion that restores mana is less useful. Meanwhile a buff to the Magic stat is much more useful. Additionally since mana regens at a % of max/second the upgrades will increase your regen rate substantially for the potions duration.
