I didn't think about that initially until I read this on the Mass Effect Wiki:
Garrus is a romance
option for female Shepard. Players encounter a softer, more emotional
side of Garrus' personality. It will be available to female Shepards
after completing Garrus' loyalty mission. It is interesting to note,
however, that in order to pursue the romance with Garrus, the player
should not make the "Paragon" choices. For instance, telling Garrus
that you don't want to ruin your friendship with an awkward
interspecies romance will convince Garrus that it is a crazy idea. More
coquettish responses will lead to Garrus to pursue the romance as well,
though the mood does remain somewhat awkward, as Garrus admits that he
is not necessarily attracted to humans - just Shepard. Shepard is also
offered numerous chances to turn down a sexual encounter as a Paragon
choice throughout the engagement, with perhaps, the implication that
Garrus is ultimately uncomfortable with it. As a result, the
implications of the romance on Shepard and Garrus' friendship Mass
Effect 3 are unclear. When Mordin notices your Shepard's attraction to Garrus, you
can ask him for advice regarding the turian, to which Mordin will warn
Shepard about chafing. He advises her not to consume turian tissue, as
it is based on dextro-DNA and can cause an allergic reaction in
Shepard's body. He then suggests that you return later for a painkiller
and forwards information packets regarding turian physiology to
Shepard's room.
The Garrus-Shepard Romance cutscene, out of the rest of the
romance cutscenes, is least implicative of a sexual encounter, but
judging by Mordin's assistance in research and the ability to invite
Garrus up following the romantic encounter like any other love
interest, it is not possible to rule it out.

Don't worry about it, that's not official canon (just someone's opinion of what it means).

I hope Garrus and the romance sub-plot in general gets the justice and attention it deserves ME3. ): Although seeing it's Bioware, I doubt they will half-ass anything all that much. They're great at what they do.

I just completed my first play through of Mass Effect 2. As a male Shepard though. Garrus was my "go-to" guy. It was fantastic seeing him again after becoming so close ot him in ME1.
Playing through ME1, I felt closer to Garrus. Being a Paragon in nature, I felt as though I brushed off on Garrus through ME1. I was disapointed to see he has regained some of his ways in ME2. But after talking to him, I really got a sense that, that's his character.
Garrus has depth. Ever since "Aliens" came out, 2 out of 3 space bad-asses are macho space marines with lines like, "Come get some!" I truly beleive Garrus does what he does because he believes it's right. He doesn't kill people because he wants to be "Cool" he does it because he wants to protect people. He wants to help people and finds himself frustrated by the rules and regulations of official Police and C-Sec work.
You can see the emotional side of Garrus and I think it is his sensitivity to the blight of others that pushes him to such extremes.
In most forms of media, not just games. Good guys are good and bad guys are bad. Garrus is a prime example of brilliant character development. He's a good person. He wants to help and it is those good qualities that can lead him to questionable behaviour and outcomes.
When he was shot, I was at a true loss. I feared for dear Garrus. But he made it and I feel I got to know him better. I think I can see what's going on in his head, when he talks or nods. For whatever reason, when I headed into the Omega 4 relay and told Garrus he would lead the other Fireteam, I saw something in his face that stood out to me.
Maybe I'm crazy and invented it in my head. But I think he apreciated the fact I believe he could lead a team after the unfortunate vents on Omega.
Impressive when you realise a Video Game developer is behind all that.

Perhaps it's just me but flirting with any of the love interests after the first time is no longer the "paragon" route. It seemed more like it was tailored to the people that romanced someone in the first game...so after the first come on, it becomes more "paragon" to remain friends than to "cheat" on Liara or Kaidan.

Garrus is the man,
And I felt something similar when I made Garrus my Fireteam leader. Even if it's just our imagination, it still filled me with a warm fuzzy watching that scene. I knew immediately that I was giving him the responsibility of team leader because I trust Garrus all the way and I knew he could do it, despite all that he's gone through. I'm sure he acknowledges it no differently when he's not the LI, but it feels different when he is, like he understands the silent message behind it,
If that makes any sense, haha. I thought they did a great job on the final mission though - full of suspense and heart pounding moments. Like watching Garrus get shot...but I knew he wasn't going down that easily. He's a warrior.

The console should be right next to your private terminal in your cabin. The only thing you can interact with that is between your private terminal and the achievements. Should say something like "Invite <LI name> Up" and then they appear sitting on your couch.

1- Can the dialogues get "stuck", are there any known glitches?
I ask because in my first ME1 playthrough, the last dialogue with him was glitched. It ended abruptly, with him never saying what he was going to do after the mission. I was told it was a glitch related to the paragon/renegade scores, and other playthroughs allowed the dialogue to end normally.
The thing is, back then I didn't even notice the dialogue wasn't ending like it should. And now I talk to him, he ends up saying something awkward, Shepard smiles, he says it sounded bad, and turns around. Is that right?
I've almost completed all loyalty missions, got the IFF, and get the feeling that the end may be close. I don't want to rush and leave things half-done. That's why I ask...
2- ...how do I advance?
I was going to ask if anyone had a transcription of all dialogues, just to know how I'm doing, but I don't want more detailed spoilers (I've spoiled too much already)
3- Is there any interesting dialogue if you romance someone else?
They confront, ask you to choose or something?
I ask because I recruited Thane and, while I don't really have much interest in his romance, it may be interesting to try.
Sorry for all of this, but I'm so... I don't know.

Once you get the IFF, don't waste any time beyond (perhaps) one other single mission. That's the limit: one mission. The longer you take, the more crew you will lose.
There is no showdown between people you've begun a relationship with (aside from the two scripted events, regardless of their status), and you can't even start up a new romance until you end it with the former LI. So...don't worry about that happening.

That is the point, Bioware wanted us to feel whole game and not just skip skip skip this time. They want us to discover every inch of universe and do all things if you want to survive in the end. And rly when you go trough Omega relay I can tell you it is really rough. When you pass Omega relay you can die on every step if you didn't prepare yourself well. So prepare yourself well and your crew, meet them better, earn their trust and everything will be ok. Don't be shallow

I expected to remain loyal to Kaiden. I didn't even like Garrus in the first game all that much - thought he was a bit boring. Then he comes into the second game all amusing and interesting and with brand new, super cool sexy scar... and then Kelly mentions that we would make a cute couple, and I'm all - "I can do that?!"
The romance was cute, but I wanted some closure. I much prefer Garrus to Kaiden, so I was hoping I'd be able to confirm that I wanted it to be more than "blowing off steam". Also, I feel cheated with the whole fade to black nonsense. I was hoping for a Mass Effect 1 style sex scene... I wanted to know how that was going to work out...
I want to start my second playthrough now and romance Thane, but.... agh... this overly attached loser is gonna have a hard time picking someone else.

Yeah, there wasn't much closure, it seems, and I agree that the final romance scene left me wanting. I mean...it cuts off way too quickly. I'll accept that we wouldn't see a naked Garrus and Shepard, but something a little more...ME1-sexy-ish would have been awesome.
Also, apparently Garrus is supposed to say something regarding your relationship post-Collector base, but I guess it's just buggy as heck (doesn't trigger in my game). So...here's hoping for a patch to fix that because I want some ME2 acknowledgment, darnit!

How to remain loyal to Kaiden when he was such an @ss on Horizon
"blowing off steam" sounds ugly but behind that it is hiding something more.
Well how they did that scene and then fade to black, I am wondering if there was sex at all...xD it could be ok if they show them and behind bed like in Thane scene but no...there is no sign. I guess that they were just cuddling whole night or something.
Anyway Bioware did a good thing

TBH, I found the more... eyecandy-ish romance finales a bit tacky. I much prefer Thane's and Garrus' and the like.
Not that I wouldn't mind some humma-humma action with our resident malien love machines, but still. I wouldn't want it at the risk of cheapening the emotional investment of the scene.

Seriously? After the Mordin conversation, I'm actually glad Bioware did a fade-to-black with no nudity. (A little more innuendo would have been nice - Shepard pulling up Garrus' shirt, more touching - but whatever.) Honestly, I imagine before they actually had sex, Garrus and Shepard had to sit down and pull out Mordin's diagrams and explain their body parts to each other. Which would have been hilarious, but I might have passed out from the awkward. Hell, they probably at least had to take a minute to figure out how to kiss!
"Shepard, what is that?"
"Oh, Mordin gave me this stuff. He said it prevents, uhh, chafing."
"That's, umm, good, I guess. He also told me not to let you, umm, ingest . . . me. Do humans commonly eat each other during sex?"
"It's called a ******."
"What's a ******? I've heard human C-Sec officers mention them once or twice."
"It's good you didn't ask them."
