Maybe it wasn't their intent, but b/c of the questionable status (Garrus + femShep = love or very good friends with very interesting benefits?) I'm not sure. You don't get any talk about emotions. Only respect and friendship. And no actual confirmation of sex. For all we know, Garrus spent those two hours crying.

Edit: Oh God. I remember someone else bringing up a speculative "meet the parents" sort of deal with Garrus is father in ME3. "Hi Dad, I'm a vigilante who's dating human Spectre." *sound of turian head exploding*
You're overthinking it in the wrong direction.

Garrus thought about it for about one line and his knee-jerk reaction was "hells yeah." His knee-jerk justification? He doesn't respect anyone else more. Respect isn't a bad foundation for a relationship, especially when it's the knee-jerk justification.
Then he thinks about it and his concern is if Shepard's sure she wants this. He STILL jumps at the opportunity if she is. She's his friend and he's doing this for "us," not for any human fetish (which does speak a lot for how deeply he feels for her). Let's see...deep respect and solid friendship as foundations for their relationship? Yeah, I'm not seeing any problems here.

Frankly, none of the LI's have any "real" confirmation of having sex. It's always "fade to black" and then allusions to it. Garrus/Shep are no different, but they certainly weren't talking about "hugging" when they spoke of "blowing off steam," and Mordin's advice certainly took it a step further. Then when Garrus tries so hard to make it go right in the last romance scene...yeah...again...they aren't looking for just some cuddle time.

The entire romance arch is replete with emotion. Garrus doesn't have to break down sobbing and throwing things around, he's
incredibly emotional throughout without crossing the border into caricature-ville. ^^
And omg, I want a papa-Vakarian/Garrus/Shepard reunion/guess who's coming for dinner. It would be epic and emotional in so many ways.

A few items of interest I haven't seen anybody mention:
Did
anybody else realize you can infect him with the plague on Omega if you
bring him to pick up Mordin? Felt like the galaxy's worst commander,
but it's such a neat detail. He has a few good lines there, too. "At
some point in my life, I got used to the smell of burning
bodies...that's probably bad." "Is it hot in here...? *cough cough* Oh,
that's not good."
Also, there's an advertisement pole next to
Space Gamestop that freaked me the hell out; I was on my new game+,
hadn't romanced anyone yet. I was listening to the ads and there was a
certain line of interest: "Shepherd, a woman of your beauty deserves
the best in biotic amps. Next time you're out on the town with Officer
Vakarian, choose Sirta." I was like OH GOD GAME IS READING MY MIND.
And
thirdly: Garrus's father hates the Spectres for their lack of
accountability. What do you think he thinks of vigilantism?
I've seen the plague one and my reaction was the same as Garrus': "Oh, that's not good." Thankfully it takes a week for the plague to kill you...I knew I'd have the cure distributed before then, and Mordin boosted his immune system anyway, so all was good.
But I haven't seen the ad where they mention Garrus...I must go find it!
For the third point: Not only did Garrus quit C-Sec and become a vigilante, but he dropped off the map without telling a soul what he was doing, took a missile to the face, joined a newly-revived once-dead Spectre, and is now in an intimate relationship with her. Yeah, this is going to be good.
