) I think you are generally right, but I'm also glad you pointed out that there will likely always be individuals who are exceptions to the rule, like Septimus. It's still possible that turians could practice marriage-esque monogamy (I don't believe the codex has ever specified?), but, as you said, perhaps it would fall lower in the hierarchy of turian social institutions and responsibilities than it does in human ones. For example in human cultures marriage has often been sanctified in religious systems which gives it further gravitas. Turians might never have associated it with spiritual life.
But again, there will always be those rogue individuals. I believe the codex says that sometimes turians who don't embrace or assimilate into the system well aren't really punished, they just never rise through the ranks. But maybe a rare, socially rebellious turian who allows himself to elevate love above duty simply wouldn't care, he'd accept his fate. Or, perhaps Septimus waited until he was getting on in years and had risen to a high position to start daring to let his emotions win the battle sometimes. Garrus himself has already shown his willingness to buck the system and give rules the finger. He left the military (that most turian of institutions), he wanted to be a Spectre, he couldn't stand C-Sec's structured environment, and he's gallavanting around with a human half the galaxy sees as brave but probably a little crazy, trying to "save the galaxy." I think he's probably capable of loving Shepard, but I have to vote with those that think he wouldn't say it out loud very often, and then *never* over a candle-lit dinner. I like the heat-of-battle idea, personally

I don't know, part of me likes the idea of Garrus telling Shepard he loves her after Shepard does something particularly badass, to the effect of:
Shepard: *punches out a Krogan*
Garrus: I love you.
But heat-of-battle confessions tend to be more of the "I think I may soon die" sort, and those I just don't like. 1) because they involve the possibility of DEATH

and 2) I think it generally feels forced.
Personally, my favorite sort of confession is just the random, out of the blue casual-but-not-really outburst.
Shepard: Hey, Garrus, do you have time to talk, or are you busy calibrating?
Garrus: Oh, I've got time. No use trying to program commands until we get everything fixed up in port, anyway. That crash landing on the Collector ship really did a number on the weapons balance.
Shepard: I told Joker to take us to a planet with a good repair crew to fix her up. I have no idea what he picked, though.
Garrus: Knowing Joker, probably a place that also has good bars. By the way, I love you.
Shepard: D-What?
