After trying this dozens of times and having a 100% success rate, I wanted to highlight this new workaround in case people don't see it buried in the Party Banter thread.  Just to clarify a bit, when you make a new save the game will autosave 1 minute after and will autosave 1 minute after you delete said save.  So it takes ~2 minutes every time you enter a new area, but the game is SO MUCH BETTER with the banter and proper music that it's worth it.  I hope this works for you all as well! :)

First delete all your manual saves except two.

Then when you enter a new area, make a new save (a third manual save, not an overwrite of one of the two existing saves).  Wait for the game to make an auto-save, then delete the manual save you just made.  Wait for a new auto-save, then load that auto-save.

So this actually works? I'll have to try this one. The fixes for the banter issue are so random. LOL.

Why delete all but two?

All I know is that it worked perfectly for me & one of my friends who also had the bug

That's good then! I wonder if it's some kind of memory issue then, like the slowdown/freezing issue with PS3 Skyrim had when it first launched? I hope Bioware does eventually figure out what is hitching up the banter, though, as well as the other glitches like freezing conversations and missing quests.

Will the bug come back anyway?

Honestly I have no idea whether I even have the bug or not, the music does fade out and I'm left with just environmental noises but I assumed it's part of the game experience. Also, my companions do banter from time to time.

Can you delete the saves directly from the my documents folder? Or do you have to delete them from within the game? Or should it not matter? Just curious.

So you end up deleting 1 of 3 manual saves or do you delete all manula saves and work off the auto saves?

I can confirm the delete save workaround fixed my banter bug - banters were consistently popping every 10-15 minutes after I did it the first time. It's still far from an optimum solution though, since you have to reapply it every time you move to a new area, which is a pain in the ass. It also doesn't fix the no-BGM/constant wardrums in Skyhold issue.  My thanks to the OP though - it was nice to finally learn something about my teammates.

What about moving the saves instead of deleting them...

Yeah, I moved them to a differently named folder - still works.  But you have to reapply fix every time you move to a new area and I think every time you fast travel to a camp within the same area. :(

Do you mean upon discovering a new section in a zone? Or unlocking a new zone completely?

For example when I find Calenhad in the Hinterlands? Or when I go to Exalted Plains for the first time in a play session?

Probably whenever you get a load screen, I assume.

I wonder if I had worked this stuff out inadvertently. Early on, I was getting banter, sometimes every five to ten minutes. I figured I had dodged the bug somehow. But I haven't noticed it lately (probably the last ten-twenty hours of the game, I've only gotten a few). Can't figure out what I was doing different, but I am a nut for saving and reloading excessively.

Unlocking a new zone completely (i.e., new map).  I think the bug also reoccurs if you fast travel to a camp within a zone after applying this fix for the first time in the zone, as I noticed a distinct drop in banter after porting to a camp in the same zone to restock on potions.  This fix -will- work initially in a new zone however (i.e., you don't port anywhere after applying it, but rather walk) - the increase in banter is very distinct and noticable.

The main drawbacks are the constant moving of old saves to the old save folder and the fact that it takes a few minutes each time you go into a zone to apply the fix (make a manual save, wait for the autosave, delete the manual save, wait for yet another autosave and then load that autosave - that's a good five minutes each time).  And you have to reapply the fix every single time when traveling between Skyhold and a different map.  This fix is much more effective at producing banter for me than any other fix I've tried (clearing journal/codex, porting from war table), so there is that going for it.

I'm playing on PC w/controller - specs: Asus 99X mobo, i7-5930K cpu, Evga GTX 680, 16 gb ram, Windows 8.1.

I didn't have banter issue, all my party members are chattying like crazy all the time.

But if this works for people with the problem, please make it sticky!

I tried this, but I am somewhat unsure about the procedure.

Let's take an example. I start from Haven to the Hinterlands, I only have two manual saves, everything else deleted or backed up. Then I fast travel to the Hinterlands. Before I even have the chance to make a manual third save, the game creates an autosave due to fast travel - should I delete that or just leave it be?

Then I create the manual save, wait for autosave. Delete the manual save - and then there is supposed to be a second autosave, right? It should not write over the first created autosave and I am only supposed to load the second created autosave, not the first one?

Sorry about the confusion, but it seems the procedure is strict and I wanna follow all the voodoo correctly:)

Been trying this out and it's worked every time so far. I'm using the war table and journal clearing fixes too, but I started getting one banter every 10 minutes only after this fix. A modification though: I'm not deleting any saves (I am not deleting saves before main missions, you cannot make me). I just go somewhere, save, wait for the game to autosave, then load that latest autosave. Then I wait around for banter, and so far I've gotten one on or before 10 minutes every time. Then I go on with adventuring, and banter count stays steady from then on.

Also note I'm still at Haven, so maybe this might change once I get to Skyhold. I'll keep you guys updated.

That sounds like a lot less complicated and time-consuming procedure. It would be great if anyone can confirm that this would be sufficient for banter. I am not in Skyhold yet too. I've made an effort to clean the journal and codex, only fast-travel from the war table out of Haven and try this procedure...

I haven't done much testing yet (my uni lecturers like to torture us before Christmas...), but early results are promising.

Having deleted all but 2 saves, I went to the Hinterlands with Varric, Bull and Sera (whom I've never used before). I saved, waited for autosave, then loaded it up and idled in the camp. I got the first banter after about two minutes (Varric and Bull, commenting on Varric's personal quest). Three minutes later, Bull commented on his willingness to murder some people (on his own). 7 minutes later, another Varric / Bull banter. 10 minutes later, Varric / Bull again.

This isn't exactly a big sample, but it's encouraging. I'll see if I can test some more today, in different zones and over a longer period.

Thanks - I'm going to try this tonight.  Deleting saves is just way too much work, but if I can load the last autosave and still have this workaround work, that would be awesome.

I have not encountered this bug and I'm on my 5th character.

Every new game I make sure I talk to everyone in Haven, then go to the Hinterlands with my party and come back to Haven, talk to everyone and go back out.... banter is there... not frequent but there. Then when I get BULL and Sera banter continues... BUT I always talk to everyone at the main base. Speaking to them seems to trigger the banter down the road.

The bug definitely exists - I speak to everyone after all missions, side quest or story related.  I still get minimal banter (just hours of silence).  You can see this thread for more experiences of other people having the same issue.

UPDATE!

Arrived at Skyhold earlier today, and after exploring the fortress (wow is it big), went to Crestwood applying the wartable, *-clearing, autosave-save-autosave all the while, and banter between Varric-Cass-Blackwall once again fine. Went back to Skyhold, then headed back to Crestwood with Varric-Bull-Dorian, and banter still fine.

I nearly cried. I think it's really working guys.
