The bug definitely exists - I speak to everyone after all missions, side quest or story related.  I still get minimal banter (just hours of silence).  You can see this thread for more experiences of other people having the same issue.

Are you expecting continuous banter? I do have periods of silence. But I also mix up my parties to avoid this...

I am sorry but all of this voodoo magic you guys are trying is nonsense.

 

Banter never has been bugged, it just doesn't trigger as often as we would like. Just mix up your party every so often and just play the game. The banter will come.

No I am not expecting continuous banter - please read the massive thread on this - people who are having this bug are experiencing hours of nothing - just one or two banter exchanges per region over the course of several hours.  This is -not- normal and if you read the thread you will see it's not an isolated problem or people who don't know how to play the game or who aren't mixing up their parties.

UPDATE!

 

Arrived at Skyhold earlier today, and after exploring the fortress (wow is it big), went to Crestwood applying the wartable, *-clearing, autosave-save-autosave all the while, and banter between Varric-Cass-Blackwall once again fine. Went back to Skyhold, then headed back to Crestwood with Varric-Bull-Dorian, and banter still fine.

 

I nearly cried. I think it's really working guys.

 

Thanks - just to confirm, are you deleting your previous saves?  Because in your previous post, you said you were just reloading the autosave.  Could you let us know?  (Deleting the previous saves is a big pain.)

Awesome thanks - will definitely be trying this workaround again tonight, this time only reloading the second autosave after I enter a region (i.e., initial autosave, making a new save, waiting for the second autosave and then reloading that second autosave.  I'm not going to delete/move my other saves in this method).  I am keeping my journal clear already, but I'm hoping this fix works without having to fast travel from the war table every time (although I will war table travel if it doesn't work without war-tabling).  Hope it works for me - will post with my results either way.

I played my first 40 hours of this game, pre-fixes, with a grand total of exactly six banters. How about you go troll another thread?

I have an incredibly hard time believing this. As a lot of people have noted, it seems to be linked to the music dropping out too (which happens to me all the time). But really - I'm about 68 hours into a playthough, and I got a bunch of banters very early on, then truth be told, nearly zero until last night, when I got a bunch (and coincidentally, last night I tried putting Origin in offline mode). Mix and match my group quite frequently.

 

Besides, there's also precedent - the banters were bugged in Legacy too, and a ton of them refused to fire. I don't remember if they fixed them all (I thought they did, but I might just be misremembering).

If you listen to someone without the bug explain banter and then someone who has it there is no way to think the bug doesn't exist...I highly doubt Bioware intended some people to get banter every 10-20 mins and others to get it every couple of hours. Thus adding a new meaning to "variable playthroughs!".

I think this fix is actually working! For last 2 hours I get more banters (like 4-6, instead of 0-2), more music, more combat speech. Thank you for posting this! I hope it's not placebo this time :)

Another update. News isn't good though.

Finally arrived at the Western Approach, aaaaaand banter's gone again. I tried my modifications first, without deleting anything, then I idled in camp for 20 minutes, and not a peep. That's the longest I've ever gone without banter lately. So I reloaded to Skyhold and applied OP's fix, war table traveled to the Approach, and it's been a half hour since then and people still aren't talking.

I'm not surprised really. This place seems to be the worst place for banter for anyone who's got the bug.

Background music, both ost and ambient, are working perfectly though, so there's that.

This a bit of a bump given the last post was several months ago

 

Over ~100hours of gameplay I only ever had a handful of banter, all after the more recent patches

I then tried several work-arounds: war-table, mount/rest, codex, origin offline, deleting excess saves, even a mod that inadvertently got banter. But low and behold -> load the autosave!

This is the first method that's shown to work consistently and now my banter is working like clockwork - every 10-15 minutes. Also getting more instances of music (but that's more difficult to measure)

Out of precaution I will continue all the other work-arounds

It takes a special kind of arrogance to imply that not only are thousands of people imagining something but also that they're too stupid to do something basic like mix up party makeup. Why don't you just sit yourself down son.

Ya'll could also try the cheat engine thing if you're playing on the PC, it's been a while since I've played DAI but it worked well.
