As soon as you arrive to Skyhold. You just need to have the daft hands perk and acquire dagna, then you can find fade touched obsidian in redcliff under a closed door. It is the earliest masterwork craft you can make, actually.
P.S: you can either use the inventory glitch to have as much fade touched obsidian as you want (so you don't need to "waste" it in early equipment). It is up to you if you want to use it or not.

Tier 1:
Fade Touched Lambwool 2 guard on hit.
Fade Touched Onyx 2 guard on hit
Tier 2:
Fade Touched Obsidian 3 guardon hit
Tier 3:
Fade Touched Silverite 5 guard on hit
Lambswool and Onyx can be found in the Hinterlands. Tier 2 schematics can also be found in Hinterlands. So you could get a Tier 2 masterwork weapon with 2 guard on hit as early as level 3.
Realistically, though, you can get it after skyhold as all the areas you need are open. Hinterlands and Storm Coast are filled with Tier 1 schematics and materials, and tier 2 schematics are rather rare. I am unsure if there even is tier 1 masterwork schematics.. I have yet to see one!
Material-wise you need to get lucky, or spend a long time farming. I am a bit unsure how getting fade touched metals work, but I think it's just a chance each time you "mine"/gather a mineral node.

1. Deft hands (I did a typo before, sorry) is an inquisition perk (inside secrets). There are two doors on the Redcliffe area that's locked and you can open them only if you have that perk. Behind one of those there's a chest with fade touched obsidian
2. Take only the item you want (fade touched obsidian in this case) in the chest but leave the others inside. Exit area, return. The item you took will respawn. I don't know if this glitch will get resolved so in case you want to use it do it now, as it can work anymore after patching.
Not really. Guard on hit isn't very efficient on a slow hitter. And a tank can generate enough guard without it! I'd rather get 1% health on hit on the tank.
The only classes i see benefit guard on hit are: DW rouges and Mages. Simply because they can hit very rapidly (Energy barrage = a lot of guard!).
