I was under the impression that when you get the advanced focus perk from Cullen, your entire party would be able to get tier 2 focus, but it seems like my inquisitor is the only one benefitting from that. Really want Cass to have her 2nd tier Rally!

They should benefit from it.

Perhaps try using their focus ability at tier 1 and check out if after that it will fill up until tier 2.

I think I had similar problem with Vivienne's Resurgence, but after first use it worked normally afterwards.
