Was it Solas specific? I remember a comment among the lines of "2 romance options are racegated and make sense story wise" but nothing solas specific. Could be wrong tho.
For what it's worth, this is how I remember it as well. I think this dev comment was made before we knew who would be race-gated, maybe in the Raptr Q&A? But I guess, in retrospect, that it only applied to Solas. Or maybe the explanation that Cullen is just more used to being around humans and elves is correct.
I believe this can be explained from both a technical and lore point of view.
Can you imagine how much more work it would require to make more love interests that have no race-gates? it must have taken a considerable amount of work to have both Josie/Bull/Sera, etc be able to have love scenes with Inquisitors of all possible heights. In addition to, you know, everything else Bioware has to make in this game. IMO it was an efficient use of resources. Cullen in particular has so many romance scenes. That's mad work. And Cullen wasn't even one of the original romances, they added his after getting one year extra of development time.
The non race-gated folks are characterized to be one or all of the following: worldy, open-minded...and subversive, atleast more than the average Thedas citizen. For this reason it made more sense for them to be the ones to romance a person with no regard to how estranged and foreign their lover's race is (This is Thedas - relations between these races are strained and limited)
For other personalities, in this case, Cullen's, this isn't the case as much, and therefore far from necessary. He's Ferelden, and was essentially raised by the Chantry. He has spent most of his time at Circles, where there were only humans and elves. And then at Kirkwall, where that continues to be the case for the most part. He was clearly a hard-worker given how quickly he became Meredith's second-in-command, and both DA:O and DA:I show him to be ridiculously nervous about anything related to intimacy. I doubt he spent much time getting experimental in bed at the Pearl or the Blooming Rose lol...
This is probably the best explanation for it. Also, I'd like to point out that Iron Bull was not originally an option for every race because they were having difficulties with some of the animations (and let me say, watching him in a romance with a Dwarf is HILARIOUS). When they got the extra time, they extended his romance options to the other races. Cullen was not going to be romanceable at all. When they extended the release date, they added him in.
And no, it's not racist. And no, it's not whitesplaining when people say that sexual preference does not have anything to do with racism. They can have things in common but one does not cause the other. And I know at least one person who HATES black people and yet is extremely attracted to black women. So yeah.
