This is my fifth play through and every time previously Dorian's quest has triggered with no problem, regardless of whether I side with the mages or Templars, however on this play through Dorian just doesn't want to talk about Felix at all, so he doesn't mention the letter, which means Mother Giselle is still happily wandering around the gardens rather than coming to talk to my Inquisitor...very annoying, and no idea what I did differently this time to the other times I've played it. 
Any fix for Dorian's bugged personal quest yet?

It happens right after he gets the letter about Felix and, that could happen anytime your approval with him is right for it to happen. I've had it as soon as I got to Skyhold, right after Wicked Hearts and, this go because I went Templar after meeting him, not until after What Pride Has Wrought but, I got the quest.
