So I ran into Sutherland's squire Rat saying that Sutherland and his crew went missing. I know it is supposed to trigger a war table operation but it never did and the quest itself never initiated. Is there anyway to fix this?

I just went to the Storm Coast with my party and found him and his team. I don't think it's a War Table action.
