DON'T PANIC YET, there may be an explanation...and possibly a solution.

This will sound weird, but did you shave your privates, as per Vivienne's suggestion?

It makes a difference. It's because the sex scene occurs ONLY when Sera goes down to perform cunnilingous, then realizes you're shaved, which causes her to comment on your smooth-as-veal-cutlet-vulva. She finds your hoo-ha hilarious. There's banter and frolicking in the nude, which is probably what you were expecting.

Thus, even though it sounds like Vivienne is slightly disapproving of this relationship, her advice is spot on. Never question Madame le Fur.

 

Can confirm this. I took Vivs advice during my first playthrough and got the scene. After reading this I made a backup-save and pursued Sera again without taking Vivs advice and it happened the same way but cut to black when she pushed Inky off the bed.

As Zombie Chow said, she does comment on Inkys smoothness during the scene and it seems like there is no alternate version of it for Inquisitors with jungle fever.

I found out how I had the romance blocked. To get the Sera romance, it requires you to pick  investigate option, "How your group is doing?". This unlocks two more Red Jenny quests. When you complete the second one, you get a reward that shows a picture of the Sera tarot, which means the Romance option is available. I didn't pick this conversation option, which is how I got muddled up.

 

This also unfreezes Sera's approval if Sera's approval seems to be stuck. Thanks for all your advice!

seriously, how can you stand here ? im on my 3rd playthrough and hell no she still hasnt been in my party voluntarily. everytime i have to pick her up i cringe. and everytime i'm stuck with her i cry for my blankey.

Uhhh... good for you...? I literally can't get enough of her. I mean, ive been pretty batshit crazy over her since the second I saw her ingame.

You might be able to dry your "blanky" out.

 

I can't be without her on Inquisition. I'd be wetting my own blanky if she wasn't around.

I tried this.  I didn't get approval for the two red jenny quests.  She's approved of almost everything I've done and been in my party all along, but still can't seem to initiate the romance, even as a qunari.   Does she really require 5 times the approval of all other romance options, or is it a bug?

After Skyhold, and after completing a certain war table op, she stops approving. Or I'm maxed out... but I doubt it.

 

Did you exhaust all dialogue options? I had the same issue until I did that.

If it still doesn't work you may have to reload to an earlier point in the game or... delete, start over. If you want her that bad, that is. ;)

Yep.  Quite honestly, I'm about to just give up on her.  Clearly, she's just too high maintenance for me ;)

But I couldn't give up. The prospect of romancing Josie instead wasn't very appealing.

Pity there aren't cheat codes like in the last two.  Sucks that instead of just typing a command or setting a flag, we have to replay hours of the game when a bug hits.

Hmmm. Well after deciding that Sera was the way to go, I've flirted etc, but never gotten any quests beyond the red jenny quests. When meeting her in the tavern, I told her I was interested, had a little conversation, and was able to invite her back to my room, no problem. Supposedly this is supposed to be "a race" . Regardless, when I get there, no Sera, no locked door. Very weird. Sound very much like a bug to me!

 

(I get the invisible companion bug pretty badly - companions are often nowhere to be seen. Usually a quicksave and load will fix it, if you know where to do it, but I've never been able to find Viviene after she moves from her initial Skyhold location in the courtyard. If the romance with Sera depends on a specific conversation with Viv, then it probably won't ever happen...)

 

EDIT: I finally got Viv to show up with repeated save/loads while standing directly in front of her invisibleness... No conversation about "stuff"...

No it skipped the sex that time. She should be in her normal spot. So, ya your good for now.

OK, thanks. I can kiss her, but that's it. Hopefully things will continue along the proper path...

 

EDIT: OK, decided to read a bit more about this romance as things just seem a bit "off". I did The Verchiel March a very (VERY) long time ago and did not take Viv with me. Apparently there is a specific dialogue that should trigger?

 

Am I missing something here? Does missing a single dialogue with Viv preclude parts of the romance with Sera? Being able to start the romance but not seeing it progressing is worrying... Seems like Sera is never going to give me her A Woman Who Wants for Nothing quest...

 

Any signs I can look for that things are going OK, or that things are bugged, would be appreciated!

A Woman Who Wants For Nothing should trigger after that scene where she wants to race you back to your chambers.

 

I think you may be bugged, which is a shame.

OK, for others with this problem - mine did eventually proceed. If I were to guess, there is simply a specific amount of time that must pass after the initial "becoming a couple" scene, regardless of approval. I didn't do anything at all to increase Sera's approval (in fact, I annoyed her a little a few times and got several minor disapproves) between the initial scenes and finally getting the "A woman who want's for nothing" quest... Considering how much more "game-like" DAI is than DAO in so many ways, I can't believe they removed the approval bar. I would have been great to know that I hadn't screwed something up somewhere so badly that it would never progress, but there isn't any way to tell...

 

Anyway, just go do quests and wait a while. Several (RL) days after the initial hooking-up scene I was finally given her quest...

I also expect I may not ever be able to ask her to marry me again. That option came about so quickly after the bedroom scene that I chose the funny line about Sera becoming the Devine. It just made zero sense for the marriage option to appear so quickly and it felt wrong to select it at that point.

 

Anyone know if the option to propose marriage comes along again at any later time?

I just finished my playthrough with a female Qunari romancing Sera.

I did get the romance scene after the gift quest because I followed Viv's advice (it was quite hilarious), but that isn't the lock for the romance. So I got it before completing Wicked Eyes, Wicked Hearts. You should get high approval after Sera's personal quest "March of Verchiel" at the War Table. I let her

After the two main quest Here Lies the Abyss and Wicked Eyes, Wicked Hearts you have the option to lock the romance, but you should get enough approval to have the gift quest before it.

Interesting about the Verchiel march quest is that if you have the Knowledge Nobility perk you get a special option to commandeer the guy's lands for the Inquisition. Sera also likes this because even though the guy still lives he is now leashed to the Inquisition which she considers sort of a fate worse than death for a noble. I'm not sure exactly how much approval that nets you though, it's been a while since I did that.

It is supposed to be a joke option like the Divine.

I hope this may help.
To watch the romance scene you must accept shaving your pubs when Vivienne proposses it in the "A woman who wants for nothing" quest.
I did it but my problem is further that, I went too far on the main questline that the romantic cutscenes and events that should happend just vanished.
According to the two wikis I found, there are more important events after that scene, like when Sera realizes she reeeally loves the Inquisitor, something I never watch on my playthrough (http://dragonage.wikia.com/wiki/Sera) in the Romance section. I got frustrated after finishing the game so I did some more research;

"(...) The romance option for Sera disappears after "What Pride Hath Wrought" and will not initiate after "Wicked Eyes and Wicked Hearts." (...) After completing the main story line quest, you will no longer be able to preform romantic gestures with Sera." (http://dragonage3.wi...ralife.com/Sera)

So that's it, you need to shave yours when the hat quest and finish the important events before Mythal, if I understood well.

I don't know if this is somebody else situation or everybody knew this except me and I'm the only one who got stuck like this, but I hope this may help somebody; if not, I'm sorry :(.

There's another thing that might keep the romance from triggering. If you have loads of approval, but everytime you tell her you're interested and she keeps saying 'let's travel around some more', the solution is quite simple. It just means you haven't exhausted every dialogue option in the wheel yet. I had this problem myself, she would just keep telling me she needed to get to know me a bit better. I read this advice somewhere and indeed, there was 1 more thing in the dialogue wheel aside from the 'special' tree and the 'opinion on partymembers and progress' trees(Those 2 always show up regardless of how many times you've asked her about it)

 

After I exhausted the dialogue wheel, I picked the 'i'm interested in you' option straight afterwards and I got the scene where she admits to being interested as well and you race to your bedroom. And I got her romance quest right afterwards as well(Woman who wants for nothing)
