Similar or the same as the ones seen in the Blackmarsh in Awakening and the basement in the Circle Tower? I'm surprised no one has mentioned them since they too spilled forth demons and what not.

Definitely not the same, because the rifts came into existence because of the Breach, which in turn came into existence due to the elven artifact. Considering even new sort of magic was possible, they can't be the same.
Tears in the Veil (if that's what you mean), come into existence due to some grave horror, tragedy or war (or a combination). They "are made" due to spirits feeling all the heavy emotions (which is unknown to them and makes them curious) and therefore pressing against the veil (the barrier between the physical world and the Fade). Rifts appear due to the misfire of the elven artifact.
On the other hand, there is some link between them, because I believe it is said (and seen) that there are more rifts were the veil is thin (and thus were tears are more likely to appear).
