I believe it depends on how deep you're in the relationship. Once you're fully committed and all the cut scenes and quests are done for that character, you can't go back. You'll know if you can still break up if a "I want to break it off" choice will appear in their dialogue wheel. Once you break up you can no longer romance that character but you can pursue another romance.
