Sometimes they do, sometimes they don't. You just have to observe for a bit and learn what to enable, disable, and what to set on preferred.
I agree that finely tuning your tactics in Origins and DA2 then seeing it in action was pretty satisfying and even though I'm not having much trouble in my NM playthrough (dagger rogue, with as little pausing as I can get away with) with the way the AI is now, there's always a bit of uncertainty that comes from not knowing exactly how and when skills are going to be used. Having said that though, it is possible to lessen some of that uncertainty by correctly setting up follow/defense behaviors in conjunction with preferred abilities.
