For most of the game, I've rarely seen my party members use their abilities, outside of the really obvious visual cues (Charging Bull, some of the Necro moves, etc.) They seem to sit there and auto-attack for the most part. But, as I'm nearing the end of my playthrough, they've seemed to become even more brain-dead. For whatever reason, I never did Emprise, so I'm traveling around the quarries, and unless I'm actively attacking an enemy, via auto-attack or with spells, they will literally just stand there looking at me. No casting, no attacking, no moving. Enemies can be wailing on them, but if their glorious leader doesn't respond, neither will they.

What is up with this? Is it normal? Am I doing something hideously wrong? Are they designed for tactical camera and ONLY tactical camera? I'm at a frustrated loss at having to hold their hands for every single step!

Always check your tactics in Character record,

Set "prefered" in low cooldown spells or Stamina/Mana in 20%. Let the tank "follow themselves", support mages/ rogue archer "defend controlled character", while melee rogue follow tank. They will do things on their own if they do not depend on you.  Because basically you probably do not hold auto-attack all the time, you run to one side, press a button  etc. They will just follow you... or auto-attack if they were only set to follow you.

Remember they can only use 8 abilities... Not all unlocked abilities, so choose them wisely, distribute points in most passives. Then go to tactics and set their abilities in slot menu.

Without starting a fight, you can also set them to "Attack my target" that way they will attack that target even without you doing anything.
