It's definitely not Valammar, unless it was an early draft of it that got changed later on.

It does certainly look like Valammar, only that the shot was taken from a perspective you cant go in the game. The dwarves there might look friendly, but id bet they are the carta dwarves that are lurking in valammar and if you go near them they just go berserk trying to kill you.
It could also be cut content, but i think its still Valammar. The way they talked about it during development gave me the idea Valammar was much bigger than it actually is in the game, so it could be a section that was cut before release. But that Barrel hanging in the middle?? Thats got to be Valammar.
