I would say Dorian or Bull because I feel like the next game will have a lot to do with Tevinter and the Qunari.
So who will be the returning companion in DA4? (Noticing a Pattern)

I think Harding might be the returning character, if there is to be one. She could be sent to wherever the next game takes place by the Inquisition to find out what's going on there. Stumbles across the protagonist and then we get her as a companion after she (maybe) explains why she's there. Sort of like with Bull. She could also be an LI... I mean, people are asking for a dwarf LI and I know BioWare doesn't seem to like adding in characters just 'cause, but it'd be cool.
I'd prefer someone else but meh it's not that big of a deal.

I think Dorians a safe bet. Having him mention wanting to go there to change things, and the devs expressing the desire to move north with the next entry.
He is also the best way for them to establish a link to DAI, sort of like Varric with DA2 in that you can ask him "What became of the inquisitor?" or "I heard <insert name here> was made divine" styled dialogue options.

I don't think Cole will be back simply because of the vastly different ways his character can go, accounting for that makes him very difficult to write for.

Anders was the lynchpin for the entire uprising. Bombing a chantry in the name of mages, and his whole distaste for Templars made him a great person to bring forth and screw things up.
Varric was already being interrogated by the seeker when **** hit the fan, and he felt he had to see it through.
If they are going north, I would say Dorian for his wanting change. Some would say iron bull for the Qunari factor, but depending on your choice he either has no reason for going back or if he does, he no longer is bull. He would be a nameless face like all the others.

I'd say Shale or Dorian but they may as well be someone new all the way. Bioware really tends to shoot themselves in the foot with these types of issues allowing the player to kill off an interesting character. Then again if they want to bring someone back from the dead bad enough they could always just 'Leliana' them back into existence, with or without sacred ashes I'm sure Bioware will come up with some miraculous reason as to how he/she survived.

If the game is truly set in the north, they wouldn't have to do that. It'd just be the inquisitor continuing life down in the south.

I agree ,thats why i vote for a Dragon age shepard and the Inquisitor is in the best position to be that after everything you've built in DAI.

For one, I'm glad it looks like the next game will be heading north. Southern Thedas has seen enough turmoil I think. As far as the returning companions, I'd have to stick with the majority and say we'll see Harding or Dorian. Harding would probably be my preference. Cole could be a darkhorse pick too, but I don't know. Bull is too varied in how he can turn out.

Most of the cast would be fresh actually, since most of the followers in DAI can either never have joined or leave for various reasons. The only followers who remain no matter what are Cullen and Josephine.

I'm gonna say Harding. An interesting character with a surprising lack of background info. Plus she's pretty popular among the playerbase. I'd personally have it be someone else and get a male dwarf LI instead. But I'm bias.

Well if the inquisition as a group heads there, I'd imagine most of the core members will stay. (Cullen, Leliana, Cassandra, Josephine, etc.)
What I meant was that the inquisition doesn't really have an interest there, and the individual companions outside of Dorian don't either.

Cassandra and Leliana can't stay because of them possibly being Divine Victoria. They may cameo, but they won't be followers.
And most of the other companions as I said can either die, not be recruited, or leave soon after DAI's campaign.
