My next playthrough I'm not sure if I want to romance Cullen, Josie or Solas so considered gently flirting with all three until I've made a decision. Are there any LI like Sebastian who won't follow through with the romance if you've flirted elsewhere?

I've flirted with both Josephine and Cassandra at the same time and the romances both progress. You will end up in a super awkward conversation though that is realistic enough to raise the spectre of feeling like a heel in RL, lol.

Not sure, but for sure Cullen, Solas and Iron Bull aren't locked if you flirt with others before Skyhold.

Don't know yet, I'm trying each romance all the way thru as a commited relationship. However, well into Blackwalls romance I flirted with Dorian twice and it had no effect with my romance with Blackwall. Once I've played thru each romance I'll try the love triangles tho :/

Nope! You can flirt away. However, be aware that there are certain flirts that make a character think you're seriously interested in them before the lock in phase, and you may have to dump them to pursue your chosen LI.

For Cullen, it's clearly marked as start relationship. For Solas, don't flirt with him in the fade. Not sure what Josie's is.

Flirt until you get both options of broken heart and regular heart. That's a lock in conversation.
