I'm playing Mass Effect 2 on a disk.
I'm pretty sure its MassEffect2.EXE I dont really know how to check that.
Processor---Intel Celeron D CPU 3.46GHz
Clock speed---3457 MHz
RAM---1.49 GB
Video Card---NVIDIA GeForce 9500 GT
VRAM---1.00GB
Driver version---196.21
Sound Adapter---Speakers(Realtek High Definition Audio)
Driver version---6.0.1.5548
Microsoft Windows Vista Home Basic
DirectX 10
And my problem is the same: The installment went well and I tried to start the character creator, it started loading and than it froze.
The only thing I see that I dont match up to is RAM
and if there is anyway i can free up some RAM or a cheap place to buy some please tell me.

The problem is with single core processors. But the fix is pretty easy.
Make a shortcut to the desktop for MassEffect.exe and add
-nomoviestartup .

This is a dead, buried, mouldered old corpse. The game requires a "REAL" processor, not a POS like a Celeron, not even the Celeron D, which amounts to a cut-down P4 D that has about 35 - 40% of the P4 D's already abysmal performance. Your suggestion wouldn't have helped.
Skull Assassin had ignored the reason for the OP's inability to run the game. Both he and the OP chose the cheaper of PCs, with the worst of CPUs.
