Yeah, Legacy was one of my favorite DLC,s. It really felt like part of the story and not a extra bit sewn on. A little like 'Lair of the shadow broker' for Mass Effect.
Should I skip DA II and go straight into Inquisition?

It was probably the initial ending to the game or a chapter cut out to later be sold as dlc.

Or they ran out of time, and had to put it in as a DLC. Shale was subjected to this. They couldn't get her/its model to fit through doorways in time for release. She was originally going to be in Redcliffe Village and available for recruitment there. There is even a comment Shale makes about her former master chiseling her down to make her smaller to fit through doorways. ![]()
So that kind of stuff can happen. DA2 was a lot rockier from start to finish. They had literally a year to do DA2. No bullsh*t either, check it out:

I only got to Act...2 or 3 in DA2 and it hasn't hindered my enjoyment of DAI. There are returning characters but...eh...I didn't play Mass Effect One and still completely enjoyed 2 and 3 so...Just look up videos of the story on DA2 if you really want to know but don't want to play through.
As an aside; if you play Mass Effect 1,2, and 3 in quick succession you *really* notice the difference; there are characters from the first game that pop up in the third and make references back to your meeting then. I haven't noticed quite the same thing in this game, though there are certainly character callbacks to the earlier series, the lack of a single unifying character prevents you from having the same powerful nostalgia trip.
Considering how important the events in DA2 are to Inquisition, however, I would recommend playing it; not to mention - aside from the 3rd act being cut short - it really is a pretty good game. (yeah they reuse maps a lot, but if you're aware of it, it's not really that big of a deal.)

Given that, DA2 deserves a lot more praise.
It's not the devs' fault they were rushed.
