I always felt blessed blades' true value is the cooldown reduction on spell purge and wrath of heaven. Templar spec's big deal is with combos; only pommel strike and wrath of heaven can consistantly stun (upgraded payback strike and grappling chain can as well, but inconsistant). Spell purge is the only non-mage eldritch detonator. With these two, a templar can aoe stun + aoe eldritch detonate = aoe weaken. The usefulness of this is certainly debatable with combos being as buggy as they are, but I can see how bioware intended the templar to be a comboing kinda spec.
Blessed Blades bonus damage only vs Demons?

Still need the 15% damage to work, as it stands its pointless. DO remember bosses etc cannot be stunned. So while the cooldown reduction on WOH and spell purge is nice, without the 15% damage boost the ability is a waste of points.

Grappling Chain does a knockdown, not a stun. Pretty sure that's a glitch, or a tooltip error.
I've got a question about Templar's Stun+Purge combo: Is it as simple as using both unupgraded spells on a stunned enemy? Or do you need to get that Purge upgrade (600% damage when dispelling effects) for it to work? If not, does that 600% damage still apply if you're doing a combo? I've yet to make a TEmplar, I'm hoping they fix 2h detonators before I get around to it.

The purge upgrade just adds damage when you dispel beneficial effects, doesn't effect the eldritch detonator. You don't even use both spells on a stunned enemy, Wrath of Heaven causes the stun, Spell Purge detonates the stun.
Works on everything you can stun, meaning it doesn't work on bears, undead, some melee dudes, and dragons, and some bosses. It's hilarious on packs of melee though.
