Well, what they did was just find the nude body models. They weren't created by modders, but yes, there is a way to get them in-game.

Well, supposedly, yeah, but you never see peen in the game. The article actually says that they are the nude base models, meaning those are the models Bioware created, not modders. It's not a nude mod in the traditional sense. Modders have extracted the already-existing models and have provided a way to use them in-game.

Working with the Frostbite engine is creating some difficulties, but I haven't heard anything about the legality of extracting files or adding them.
Modding is fine as long as you aren't fooling around with multiplayer. The issue is that it's very challenging to mod within the frostbite engine. The mod here is a particularly easy one. it just uses the base nude models already present in the software. It remains to be seen if people can do some of the other things people want such as DA:O tactics and animation tweaks. (Oh please, someone make a mod to give females the male run instead of whatever that is. Pleeeeease....) Tactics would likely be quite challenging, replacing an animation with an existing one, less so. Adding new animations...don't think we'll see that any time soon.
Of course, that will depend on how pissy the owners of the third party software used want to get, but if they did, it would do their reputations no good at all. No one wants to get in a war with the modding community, really.

Is not really a mod, is just using Cheat Engine but ya.
