You dont unlock the decor until you are further along in the story. Are there still wooden scaffolds in the great hall?

Val Royeaux has shops that allow you to purchase certain decor options (though the map doesn't tell you which merchant is which, and that's kinda stupid), while others are unlocked through events in the game. In order to customize certain aspects, head to the undercroft. There's a doohickey device at the far end that allows you to customize Skyhold (drapes, windows, thrones, decor like Kirkwall had or Fereldan style, etc.)
At the same time, Skyhold will update on non-customizable things as you complete main quests. There's also a few requisition quests that allow you to slightly personalize Skyhold's buildings (a Chantry or a garden? Mage tower or a Templar tower? Infirmary or training grounds?) but these are purely cosmetic and have nothing to offer in terms of story potential.
Change the look of course, but they're never really addressed as decisions by characters.
Also, if you collect the mosaic pieces they'll pop up in Skyhold.

Go to the undercroft if you have finished both of those. Decor should be unlocked now!
you don't have to buy it, just windows and beds and drapes.
Out of curiosity, what are the options? Dwarven? Dalish?

Human-related decor only, apparently. Dalish decor was mentioned pre-release, no idea what happened to it.

Dalish elves get 2-3 class unique armors. I'd take that for the Qunari over decor any day.

That's all well and good... except for the part where Bioware outright said Dalish woodcarvings and decorations would be a thing for our skyhold. They lied.

Do you have a source where they explicitly say this is going to be in game, without a doubt? Short of that you need to just chalk it up to one of the many things they would have liked to add that didn't make the cut. That's the nature of game development, like it or not. The sooner some "fans" can come to grips with that and stop acting as if Bioware deliberately misled them in a grande scheme to boost sales, the better.

Cut content happens though. I wouldn't call it a lie. Out of all the small things id change about the game, its one of the smallest. But I was sad.

Funny, I can remember Arianne having Dalish stuff around Skyhold... Unless you mean like chairs and stuff. Then nope.

There are Dalish banners and glass, but not a "decor" theme like the Orlais, Tevinter, etc.
