Ask him questions. That gives approval for like every question asked.
And you only receive approval if you choose the default, "yes, you are interesting" answers.

Hmm. Who is your Quizzie?
I found with my Fem!Trevelyan, Solas was practically falling over himself to be friends with her that I almost thought it was pre-Romance flirting 'Solas style' and my game was bugged or something. But with my Male Adaar...he was much more aloof and withdrawn. I didn't get to go on his 'Fade Field Trip' until after Halamshiral and I don't think he would let me have 'All New, Faded For Her' until after 'Here Lies the Abyss.' Granted, I also didn't take him around with me as often, but I'm still not convinced that completely explains why Trevelyan got the Fade Field Trip the first time she bugged him at Skyhold and Adaar's was so much later. But maybe it does? Adaar also sided with the Mages instead of the Templars, but picked the same measure of 'alliance' and I didn't get the impression Solas was that thrilled to be a Therinfal Redoubt as it was.
Ask questions and activate artifacts.
As for Sera you don't need to put much work. Majority of Sera's approval will come from Operations she provides and she provides a lot of Operations.
Not sure if this will help you much but he also gave me approval just for asking questions in general when I was in dialog with anyone significant to the story, taking the time to get all the facts before you make a decision. He was in the party at the time though.

I would love to know how to trigger his quests since I can't get any of them to trigger. On my first playthrough I had the same problem. Is it really approval based or not? I'm confused.

Only if you respond in positive responses to said questions, those questions are boring to begin with so why would I respond positively to listening to them?

That's called the "f solas in the ear!" quest, which is not the purpose of this thread, dear.
Solas appreciates an inquisitive mind (pun intended). If you act like you already know everything there is to know he will hate you.
Also mages can activate the Elvhen artifacts without Solas present. He just needs to be around for the first one. Still didn't need that as crutch for both of them to get along.
Solas sure does love questions.
Inquisitor: Solas, you're an *******.
Solas disapproves.
Inquisitor: Solas, why are you an *******?
Solas approves.
Just finished my dwarf playthrough.
Solas was weird.
I got major disapproval with him at several points (conscripted the mages, did not disband the Wardens). I never went on the trip into the fade or unlocked his personal quests. I rarely ever talked to him or took him anywhere.
And yet at the end he suddenly started treating me like I was his best friend in the whole wide world and had nothing but glowing compliments for me.
I can only figure that it's another bug. Something similar happened with Dorian. I was locked out of his personal quest even though I had a ton of approval with him, I picked the flirt option once or twice just because I thought those answers would best fit the conversation -- which made him enamored with me, but for the rest of the game he was stuck in "flirty limbo" as I had already committed to my relationship with Bull.
I hope a future patch can make sense of it all.
Solas had a companion quest, that's news to me. ![]()
Can you still get close to him if you ally with the Templars?

Although allying with the Templars gives a lot of disapproval from Solas to you, as long as you have a lot of approval or build to it, you can still get close to him.
Solas can be a tricky one. You can definitely bond with him despite allying with the templars and the Wardens -- I did both, and while it took a while for him to open up after the former, I did his friendship quest before the latter and we remained buddies afterwards without a hitch. I do love his sigh when you keep the Wardens around. So much disapproval eloquently expressed without a single word. ![]()
If you're open-minded (read: agree with him a lot) and willing to listen and ask, he slowly warms up. Siding with him during Cole's quest also helps, and aside from the big decision in the end of that mission, there are various chances throughout it to get smaller bits of approval from him by asking and agreeing, as usual.
Did you have him with you in the Hinterlands when you do the quest with Mihris. I don't know if it will trigger without Solas but that is his first quest and he really needs to be there. Then you should get approval every time you help the refugees in the Hinterlands. If you ask him questions about the Fade, his journeys in the Fade, ancient ruins, etc, you should normally be able to get approval from him. However, he doesn't like personal questions, either evading the issue or downright giving disapproval. I didn't take him with me to the Winter Palace, even though I was romancing him, because I didn't think he'd enjoy the Game. Then when I got back to Skyhold it turned out he seemed to like the memories it brought back. When I queried when he had been involved in court politics before, I got a Solas disapproves. He prefers it if you just say glad you enjoyed it. I worried no end about when he disapproved of me, particularly if it seemed to contradict previous approvals but it may well be that if you are this far into the game without the Exalted Plains quest it may be you have annoyed him enough you won't get it. I think some personal quests, like Dorian's have to happen by a certain point or you're screwed, so that may also be the case with Solas. I never got Iron Bull's personal quests first run through because the number of approvals pretty much matched the number of disapprovals, so he just sat in his seat in the tavern and we never progressed any further.

The problem with Solas that I see is, he only has a few "Approves" or "Strongly Approves". He mostly has "Slightly Approves". It's quite a pain in the butt if you don't know what he wants. I actually managed to ally with the Templars AND get his personal quest pretty early in the game.
Good point, yes. And all the "slightly approves" from asking him for stories about the Fade are only available when you're on good terms already. The fact that it isn't easy to get there suits his personality, though, so I don't mind. It makes it doubly satisfying when he does open up.
I gave up on Solas, he was even more difficult to get along with than Vivienne, imo. My Inquisitor was all about restoring order and control, just about everything she said enraged him. I couldn't reconcile all his banter about all the potentially bad things that can happen in the fade if you draw too much attention with his 'free spirits living together with us in harmony' shtick.
It reminded me of Legends of Korra where she opens the portals to the spirit world, and I was sitting there like "um, so Koh the face-stealer can just roll out messing with people whenever? Nothankyoukthx."
Wow... some of you are missing out on a lot of stuff
Play Elf Female Mage and get the Arcane Knowledge Perk (I took this one first). You get a lot of options when you talk to Solas now.

hmm? you don't get the questions if you are on bad term with him? I think I get to ask all of them in haven without much fuss and without any specific perk, done this with a human mage and rogue, or do you mean some other questions? It always seemed to me that there are very few opportunities to anger him in haven, unless you are really going for that sort of thing.
When I allied with mages I got the Fade sequence immediately in Skyhold, with Templars I just had to take him to Crestwood and that's it and I never go out of my way to agree with him.
