There is a man off in a room on the balcony ledges which is accessible as soon as the scaffolding is cleared in Vivian's alcove. He invites you to join in on the Quiz-quisition. I answered his first question correctly and he said he'd be back when he was ready. It has been some time since the first quiz and I've yet to see him again.
Does anyone know if he appears again elsewhere or at all?

Lol obviously. But why would he say he'd come around again if he didn't? My inquisitor is armed and ready (with knowledge, of course).

That's weird. I found him in the skyhold vault standing on a pile of gold. I guess he moves after each question..

I only got to encounter him once. He's in pretty weird random spots. The only time I saw him was in the upper level of the Herald's Rest, across from where Cole is standing. It took me a long time to realize that there was actually a dungeon that you could visit, though I don't know if you can ever see the people you capture down there (executed or sent off). I know it's going to drive me crazy searching every nook and cranny of Skyhold, because there's a lot to explore even if there's nothing of interest in there.

Either take the stone staircase next to the stable where blackwall is or from the throne room go to the door leading to Josephine's office but instead of going to her office turn left. You'll see a staircase going down to the vault/library/wine cellar.

I do often check the little nook and crannies for him but as previously said it is a lot of ground to cover!

I met him at very inconspicuous place.

To get there, you go to the 3rd floor of rotunda where Leliana is standing, then get outside going left on an end, and finally fall from there.

I encountered twice at this place.

He spawns in random spots in Skyhold, and I highly recommend SAVING before you talk to him.  He will appear a total of three times, at random intervals.  If you correctly answer his questions all three times, I believe you get a reward, I think someone once reported it was a weapon or a mount.

I've met him once so far, at Horsemaster Dennet's barn. He was standing outside against one of the Skyhold walls - to the right of the main table that Blackwall is often near.

It seems like he'll possibly show up in a bunch of different places. I never sought him out, and just happened upon him each time. Twice in the upstairs of the pub near Cole, and the third time he was locked in a cell in the jails (thought he had been accosting people with his whooshing...). I did get a weapon as a reward.

His name is Lord Trifles Minutiae.  I met him 3 times in the wine closet in the Inquisitor's room, although 2 of them were while I was wandering around after beating the game.  (Not really sure that's really a wine closet, but it looks very closet like and has wine casks in it.)  The last time I saw him, I answered his question, went afk, and when I came back he had the 3rd question available.  Not sure if that's because the game was already over, or because I had just stood there.

(Yes, all 3 times were in the same place.  I honestly didn't even realize you could find him anywhere else until reading this thread, so never bothered to look for him elsewhere.  Explains why Cullen didn't have anything to say about the peeping tom in my bedroom.)

 

His 3 questions were - 

What was Loghain Teryn of - Gwaren.

What was the name of Andraste's betrayer - Maferath.

What was the name of the Dwarven war on Nugs (because they believed nugs carried the blight sickness) - the Squealing Plains.

 

Answered all 3 correctly (that last one was a shot in the dark because it just seemed so ridiculous it had to be right), and was rewarded with a 2h warrior weapon called the Boon of the Spoon.  It looks a lot like...a spoon.

He was in my closet. I answered the question correctly but I can't seem to find him anywhere.

I think what he says after the question is answered might be a clue to where to find him next time? Mine spoke something about the wind was calling then he made some wind noises. Also questions doesn't seem the same for everyone. My first question was about what the old god of the fifth blight was called, I actually pressed random stuff and got the right answer =P

I don't think it's scaling, as I was a lvl 20 something when I got the weapon, and it was 13.

For me he was in the vault all 3 times for me, and like pvpgirl i didn't realize he wasn't always there till i looked him up

I found him on the roof of the mage tower, by the way, so he definitely has a lot of random spots. However, I do not know whether he keeps the same spot within a playthrough or moves around within a playthrough.

my trevelyan found him twice near cole.  i answered both questions correctly but he never appeared there again.  i check there periodically with my lavellan but never found him again.  i wasn't aware that he appears in random places.
