The game doesn't let me access the inventory and it doesn't let me save either. It just shouts "THE INVENTORY IS NOT AVAILABLE WHILE YOU ARE UNDER ATTACK" but there does not seem to be any way to find out who or what is supposedly attacking my party...

The last save was some two hours ago, and since then I've done a lot of stuff that I'm loath to repeat. Including a lot of great bears, giants and rifts, and also a couple of shards that were bloody difficult to hop. I'm in the Emerald Graves area, so it would  be extremely tedious to do a full sweep of ambient critters, just in case one of them is the culprit who keeps things locked...

I can fast-travel and change companions, though, which is rather odd under the circumstances.

P.S.: Never mind. I remembered that entering Villa Maurel causes a map load, so I went back there. The map load cleared the stuck flags and now I can access the inventory again.

I think this is area dependant.

Yesterday I was in a dungeon in the Hissing Wastes. I couldn't save. Then I went outside and 20 meters away form the dungeon. Then I was able to save.
I tested it again. When I step into a certain area the save function is disabled.

Usually it's fairly obvious based on the dots on the mini-map, though as above that clearly doesn't help if you're in a bugged state. The -other- state to consider is if you've attracted the attention of Lyrium Smugglers or other stealth/out-of-phase enemies that are nearby but not on the mini map due to their abilities. They can stay stealthed/out-of-phase for quite a while before trying to instakill you with the double blade backstab move.

The bugged state cleared with the map transition into Villa Maurel. I guess world-map travel would have worked, too. Forgot to try that.

The minimap didn't show any red dots. If there were any lyrium-addled lurkers that we didn't get then we would have lost them fast-travelling around the map...

Can't fast travel when there are enemies present (incl stealth), so it must have been the bugged state. Glad you figured it out. Good times! ;)
