Haven't really paid much attention. I'd like to know if stormbringer is though.

I wrote a thread asking the same thing a while ago.  I have since noticed it working, as I haven't cast anything and some enemies got close close enough for me to see them get struck by a random bolt.  As for every 15 seconds, I don't know.  The description just says it strikes "periodically."  Unless another character that gets released later has stormbringer as part of their passive tree that I can't skip to get to a wanted skill below it, I don't know why I'd ever pick it again.

IIRC I read on the SP forum that it only works after each basic attack cycle, ie when you slam down your staff. 

 

EDIT: Nvm I miss took the ability. Thought you were talking about the one that reduces CDs.

I can't comment on MP but it works in single player.

In fact it's infuriating because it will aggro and not kill animals. So yeah, I kept getting Perma combat state whilst walking around in hinterlands. Respec'd real fast after that. So stopped using it.

I actually tested it out yesterday. Went into a routine solo with the keeper, and did nothing else but cast barrier on myself. I noticed the enemies periodically taking some subpar lightning damage.

 

When other players use it, I do actually see the ball of lightning doing what appears to be quite decent damage.
