The 1st time I went thru DAI, I quickly got 3 agents. Ellendra, Ritts and 1 other. I restarted the game and Ritts/Ellendra did not become my agents. I think I gave the same responses as the 1st game. What gives?

Did you have different characters with you... or did you not have the inquisition perks this time?
Most agents require a certain party member or inquisition perk to pick up.

Varric gets you ritts. You have 'special' option in conversation and he gives input that she has ability to gather info and help inquisition.
Which one is ellandra?
You can go back with the right person and it might give you a chance. I did that with the mage mourning her templar lover right near crossroads.

Ellandra - going back with Viv might get her for you. If you are a mage you are supposed to be able to do it. I got her being a warrior but that might have been perk related.
Ritts: Varric
Horsemaster Dennet: Cass, Dorian, Viv -guide doesn't seem to say Dorian but his response is similar to Viv's and very amusing

Anais : you
Tanner: I used Varric once I think but the guide says Cass.
Vale: you
Sky Watcher in Fallow Mire: You but you must close the rift where he is first and then I obtained him at the fort where freeing captives after killing their captor. He will be there as you leave (I think as you come down the stairs).
